2月27日EE定向邀請

2月27日，加拿大宣布2025年EE定向類別的抽籤，計划進行更多in-Canada抽籤以減少勞動力短缺。

移民對支持加拿大的經濟增長至關重要。隨着關鍵行業的勞動力需求不斷變化，加拿大的移民制度需要靈活應對國家的需求。2月27日，移民部長宣布了2025年快速通道的類別，其中包括一個新的教育類定向類別，以使聯邦經濟類移民的選擇與加拿大的長期勞動力短缺相一致。2025年，聯邦經濟類抽籤的重點將是邀請在加拿大有工作經驗的候選人（加拿大經驗類）申請永久居留權。

此外，為了實現法語移民目標，滿足醫療、技工和教育方面的迫切需求，IRCC將在以下類別中進行定向邀請：
1. 較強的法語能力，
2. 或在以下領域有工作經驗：

醫療和社會服務，如家庭醫生、執業護士、牙醫、藥劑師、心理學家和脊骨神經科醫生；
技工，如木匠、水管工和承包商；
教育，如老師、幼教和殘疾人教練。

這次對定向類別的調整，主要的變化包括：1.新增了教育類，這也意味着如Early Childhood Assistant等職業有了更多的機會；2. STEM類刪掉了很多IT相關職業; 3. Trade類新增的職業包括Cook。

除法語類別外，其他定向職業要求過去3年在同一個NOC code至少有連續6個月的全職工作經驗（或同等時間的兼職工作經驗）, 加拿大境內外獲得的均可。

隨着加拿大做出調整，以實現管理良好、可持續的增長和長期的經濟繁榮，IRCC繼續將經濟類移民選擇重點放在醫療、建築和教育等優先領域。使IRCC能夠向具有特定技能、培訓或語言能力的潛在永久居民發出申請邀請，以便將這些有需求的專業人士帶到加拿大。

IRCC還將繼續通過魁北克以外的法語移民來支持經濟增長，優先考慮法語能力較強的快速通道候選人。這重申了加拿大政府支持和促進魁北克省以外法語社區經濟活力的承諾。

這些優先事項的重點仍然是引進有潛力融入加拿大並為加拿大的未來做出貢獻的技術工人，包括將更多的臨時居民轉變為永久居民。

移民局開始接受PTE作為移民和簽證的語言測試

自2024年1月30日起，加拿大移民局接受PTE（Pearson Test of English）作為移民和簽證項目的語言測試證明。包括省提名、工簽、Express Entry等需要語言測試的移民項目，但是不包括SDS學簽項目。

目前加拿大移民局接受的語言測試包括：

英語：
CELPIP 思培
IELTS 雅思
PTE Core 培生PTE中國官網

法語：
TEF
TCF

PTE Core包括聽力、閱讀、寫作和口語四科，考試過程一共2個小時，2個工作日可獲得成績，用AI參與評分，最大程度避免認為偏見，考試過程完全基於計算機。目前PTE Core的報考費用為317美元。

　　2021年新政之後，尤其是放開邀請海外FSW之後，非省提名類別的快速通道幾乎名存實亡，已經沒有幾個中國申請人可以優秀到直接被FSW邀請，CEC邀請分數也越來越高到“普通人”不好企及的程度。分類別邀請之後，這種趨勢更是無法逆轉，最近幾次常規邀請都在500分以上，法語邀請雖然在400分左右，但畢竟要求聽說讀寫都達到NCLC 7級。自新生代成立以來，能拿出滿足該法語條件的成績單的華人客戶僅有幾位。其他幾個職業（護理、STEM）不說基本條件的苛刻，邀請分數線也在450分左右，一般申請人難以企及。可以說分類邀請之後，我們暫時沒有必要主動推廣這個項目，將每次的邀請分數作為公眾號頭條文章推送。
　　對於背景較好的EE申請人（非定向職業），也不是全無機會，只不過付出的成本更高，大部分人可能都需要考慮LMIA。對於30歲以內本科畢業生，讀雙學位、雅思8777、兩年加拿大工作經驗都湊滿了，也只能495分，即使研究生學位，也只是502，不想離境去湊海外工作經驗的話，這種情況只有LMIA帶來的50分加分才能解決根本問題了。事務所近一年LMIA的接案明顯增多，由於加拿大一直處於勞工短缺的狀態，與以前相比LMIA的審核嚴格程度明顯變低，通過率明顯提高，也算是相對比較好的申請時機，目前近一年內的LMIA申請還未遇到拒簽。LMIA雖需要僱主配合，但對僱主要求並不想僱主擔保移民那樣高，很多運營良好的小企業也都是適合申請的，有這方面需要的還是可以聯繫我們做諮詢。
　　我們接下來將把重心更多地放在適合華人的省提名項目（團聚移民、留學移民、各類省提名和少數僱主擔保項目）。並着重在公眾號文章推送這樣的項目。感謝大家對我們網站和公眾號的關注。
